He studied at Academia Nacional de Bellas Artes, Buenos Aires, Argentina. He has also taken part in several group exhibitions, including: Portraits and Places, The Bronx Museum of Art, New York (2004); and Special Projects: Summer 2001, PS1 Contemporary Art Center, New York (2001). His work was presented at the 5th Seoul International Media Art Biennale (2008); Sydney Biennale (2002); Gwangju Biennale, Korea (2000); and the Havana Biennial (1997 and 2000). In 1988 he received a grant from the John Simon Guggenheim Memorial Foundation. Ríos has work in the following collections: Museum of Modern Art, New York; Hirshhorn Museum and Sculpture Garden, Washington DC; Philadelphia Museum of Art Miami Art Museum; Patricia Cisneros Collection, Miami; and Diane Halle Collection, Phoenix.
