Paisaje Administrativo proposes a re-examination of, and learning from, the solutions found in the Cuencas from the viewpoint of bureaucracy, planning, standards and laws whose goal is to impose order (and to insist in maintaining it even when it is falling apart) on an activity dominated by economic opportunism and geographical and social randomness. The detection of displacements and imbalances in this normative and administrative landscape, generally imported and inadequate in inverse proportion to the forces which it must order, is part of OSS’s overall strategy to recover for the individual a certain ability to negotiate and to act over his surrounding environs.
